Fran O'Brien started her career at Chubb as an actuarial trainee. Working in the Actuarial Department for 5 years, she achieved the position of Senior Pricing Specialist for personal insurance. Her other roles have included Product Development Manager for the MASTERPIECE product, Personal Automobile Underwriting Manager, and International Property Underwriting Manager. In the late 1990s as the year 2000 approached, she was asked to manage the Business Resource Group in the Chubb Personal Insurance business unit.

Miller has been and continues to be an active member of the National Association of Insurance Commissioners (NAIC). She is currently chairing an NAIC subgroup focusing on the future of long-term care insurance. She also serves as a member of the Federal Advisory Committee on Insurance.

In January, 2016, Fran became Division President, North America Personal Risk Services where she is responsible for property and casualty insurance products for individuals and families with fine homes, automobiles, art, jewelry, watercraft and other valuable possessions. Fran also serves as the corporate sponsor of the Future Leaders Network Employee Resource Group. She is a graduate of Villanova University with a degree in Mathematics.
